So this idea is simple do what you did with red talons and daybreak operatives skills but instead of the network people having all of the above on their core skills they have a random combination of two for each core skill like for a network specialists shooting skill they may have sharpshooting and gun slinging or weapon handling and assault etc, but they don't have the penalties that come with red talon soldiers. And their fifth skill is something like the community skills in heartland community members!
