Warlord Boon: Legacy Survivors rendered it obsolete

While there is another wish list item for this request, the need has since been increased, the rationale of which isn't well covered in that initial request so I'm including it herein instead.

The Warlord boon was always a little underpowered, however, a use case existed whereby starting anew, it can help a fresh new community get a leg up. This however is no longer relevant with the Legacy survivor pool. Since getting the boon requires completing the game just the same, if you wanted a leg up, simply start your new community with your legacy survivor, completely negating any relevance to the Warlord boon.
