More survivors in enclaves

Self explanatory: allow enclaves to have more survivors, maybe up to 5 or 6!! Make it so that enclaves no longer immediately disband and can have a number of effects like becoming hostile or neutral, losing allied benefits, or maybe they’re ok with it, etc. and allow enclaves to have more than 3 survivors!
