Outposts can be upgraded with enough resources and the right skill sets. A level 2 outpost can have rucksacks deposited there, a level 3 can make SOD1 style mines that destroy hordes that wander too closely.
This gives players more ways to work towards a perfect endgame, or secure an area. Rucksacks are currently forcing players to return home, break them open, or ignore them-- the later two being nonviable playstyles. Rather than ignore that feature, rebalance it with this in mind in order to better streamline the gameplay while giving players a very missed feature from SOD1.
