The Advanced Character Development is an idea that only affects one character, the custom character. This would be a blank canvas character you can make using already existing assets that State of Decay 2 has. What's unique about this character is they can learn all the specializations that the Red Talon soldiers have, difference being instead of spending Prestige to get quick access to those skills, you would need to go through all the specializations yourself. For example a character maxes out the fighting skill granting access to either Endurance or Striking. You choose Striking and max it out as usual. After you've done it, you would get the choice of maxing Endurance. Should you choose to do so you would retain all Striking abilities as you work on Endurance. After that the choice of either Swordplay or Close Combat would be randomized, and your progress would continue as stated. Once you have maxed out all fighting specializations your fighting skill name would change to Heroism. This system would work for all four of your character's basic skills.
Rules to this is perma-death is still a thing, and you can only create this character once every community, and custom character can only exist in one community at a time. This would create a very long term progression to a character and motivate the player even more to keep said character alive as well as give players something to work on that is highly rewarding in the end ( if you survive of course ).
The way this would work is by selecting a randomly generated survivor as usual. When you find the one you want ( ie skull hoodie character ) and then selecting ' create custom character'. The character's four basic skills will be reduced to 0 stars and the fith skill will be removed. This makes your blank canvas.
While out surviving in the apocalypse the custom character can be summoned via radio same way you would summon traders if you had a Trade depot. Picking them up would be like recruiting Red Talon agents. You radio out, they answer, you go to their location, bring them home. Now you can begin your advanced character development.
