Demoting a leader just to get access to a different leader facility often breaks the immersion into my community and the little storyline I have running in my head. Oftentimes the dialogue the demoted character expresses seems more than someone would just 'get over,' and the new leader will just be promoted and then demoted once the new facility is built. Plus you have to do this every time in the same community if you move to a new base and need to reestablish and/or build new large facilities.
I think a good compromise would be to change the requirement for a 'leader' facility to requiring the community to have a hero of that leadership type. That way it would still be important to recruit and develop survivors, but not promoting/demoting survivors continuously to revamp or change bases.
